The rest is staked by default when the chain first launched. Staking is for using the network, i.e. sending transactions. Those could be sending tokens or using dapps like a decentralized twitter or facebook or playing a blockchain based game. It also used for voting. Only staked tokens count towards your voting power.

is there any way you can check how many EOS tokens you had at the mainnet swap.

you can look either in your ethereum account how many eos you still have frozen there. or find a csv file of the genesis snapshot that the bps made. its just a big file with table of account names and eos balances.

In the eosio.token contract, there is a row for each holder of each symbol, therefore if you're sending to 163,000 STEVE tokens, you're going to need to pay for their 163,000 rows in that table + the CPU and bandwidth costs on top of that. Once your RAM is committed to each of these rows, they will remain committed until a user has claimed it by transferring the token which then makes them the RAM payer or if the balance has reached a balance of 0.00 in which case the row is destroyed and RAM returned to whoever's RAM was used.
