CPU bandwidth is temporarily consumed when you send an action or transaction but decreases over time returning to 0. The longer your transaction runs, the more CPU bandwidth it will consume. If you take some action in the blockchain your CPU usage will grow, if the network is busy your free CPU will get lower. If you don't have free CPU you can: 1: Stake more EOS on CPU 2. Ask a friend to stake some EOS for you (you can try CPUemergency.com 3. Wait few days until your CPU usage get lower At the moment the network is too busy and a lot of people are having problems with CPU
