no, it could be both. But the public funds will come after launch and only if the dapp is useful to the public. They get teh $$ as they sell the retained tokens for use or speculation.

The how is yet to be determined, but the airdrop would just go towards the initial stage of build out. Profits, instead of going to a business owner, would get funneled back into the project to further expand and reduce marginal cost. The incentive to contribute could be access to these systems, which can never be denied to anyone... I'm open to incentivizing refinement and development, but most progress would come from studying what other people build on the platform for their own use.. pretty much give people the tools to build what they want, then work to incorporate those changes into the default settings of public goods.

Update for EOS holder on Binance: I saw that Binance registered their total accounts with EOS mainnet. Therefore, when successful mainnet, EOS attributed automaticly according to total accounts.
